Once they are loaded on the server, so long as it is a signed control and there's nothing preventing the users from running activeX, it should load. In the LONG days of yore, you could update your version of flash by finding the.ocx (which bizarrely is one of the few that gets installed in%windir%, I believe under system32) and swapping it out.
